Plant One is an initiative of the Rotterdam Climate Initiative, the Port of Rotterdam Authority, Deltalinqs and TNO. Start-up was also supported by subsidies from the City of Rotterdam, Zuid-Holland Provincial Executive and the Dutch Ministry of Economic Affairs, Agriculture and Innovation (EL&I). Plant One was founded by Carbon Stars, a company that initiates sustainable enterprises and helps them develop into independent businesses.
With Plant One, these companies are seeking to strengthen regional competitiveness by supporting commercial innovation. A facility of this kind is needed because companies are often engaged in round-the-clock production, leaving little if any scope for large-scale testing of new processes and technologies. |

The Dutch Ministry of Economic Affairs, Agriculture and Innovation is one of the parties subsidising Plant One. On 9 November 2009 then-Minister Van der Hoeven transferred a start-up subsidy of €1.1 million from the ‘Peaks in the Delta’ subsidy scheme. The total investment sum was €2.6 million. The remainder was contributed by the other partners. Plant One’s work matches the priorities of the ‘Peaks in the Delta’ scheme: promotion of the Rotterdam-Rijnmond port and industrial complex and the life and health sciences. |

The Port of Rotterdam Authority supports initiatives that contribute to sustainable innovation in the Rotterdam-Rijnmond port and industrial zone. Plant One certainly falls in this category and the Port Authority has therefore been one of the driving forces behind Plant One. |

Zuid-Holland Provincial Executive |
|
Plant One is sure proof that provincial authorities can make a tangible contribution to the regional economy. The main aim of the ‘Zuidvleugel’ Economic Agenda is to dovetail the potential of green technology into the mainstream economy of Zuid Holland province. For the Port of Rotterdam, Plant One is fleshing out this aim in practical terms, which is why the provincial executive is backing Plant One as a site where a new kind of chemistry can be born. |

TNO is putting its many years of experience with pilots and demonstration projects at the service of Plant One. Plant One, for its part, serves as an extension of the services on offer from TNO. Although TNO has lab facilities of its own, it lacks a demonstration area of this size. With Plant One, TNO can offer its clients a broader portfolio. |

Carbon Stars develops new business models, leading to promising new companies with a reduced environmental footprint. Carbon Stars initiates sustainable businesses and helps them develop into independent companies. Carbon Stars drew up the business plan for Plant One and established the Plant One limited liability company. Carbon Stars exploits Plant One B.V., supported by the other partners. |

Rotterdam Climate Initiative |

The Rotterdam Climate Initiative (RCI) is an ambitious climate programme in which the City of Rotterdam, the Rotterdam Port Authority, DCMR Environmental Protection Agency Rijnmond and Deltalinqs have entered into a unique cooperation. RCI has set itself a target that is the most ambitious in the Netherlands: a fifty per cent reduction of CO2 emissions in 2025 compared with 1990, preparation for climate change and strengthening Rotterdam’s economy. The Rotterdam Climate Initiative, along with its partners the Port Authority and Deltalinqs, was involved in the feasibility studies for Plant One and is co-funding the project. RCI’s involvement in Plant One derives from a desire to speed up the deployment of sustainable technologies, which can make a key contribution to the objective of halving CO2 emissions while at the same time promoting economic growth. |

Deltalinqs represents the collective interests of industrial and logistics companies in the Rotterdam-Rijnmond port and industrial zone. The organisation is seen as the first point of contact and mouthpiece for the over 600 affiliated businesses and trade associations. Deltalinqs is one of the co-initiators of the Plant One project. |
